My understanding of how the education system works here in Canada is the following: As a Canadian citizen, you will be entitled to attend a school in Canada without requiring a study permit. If you did not have citizenship, you would need to apply. http://www.cic.gc.ca/english/study/index.asp Now as for your tuition fees, there are generally three rates: 1) If you are a permanent resident of the province where the school is located, you are entitled to reduced tuition rates. Think of it as the province of Quebec paying for part of your tuition, and the federal government paying for another part. You only pay the little bit that is left. 2) If you are NOT a permanent resident, but you are a Canadian citizen (This will be your case when you get the citizenship card) then you get a reduced tuition rate. But you only get the federal discount, not the provincial one. So you pay a little more than someone who lives here, but less than an international student. 3) Finally, if you are not a Canadian, you can still attend. But you need to pay the international tuition rate (no discounts) and you need to have the study permit from Canada Immigration. It can take very little time if the government has all the details already regarding your birth, your parents' nationalities, and they receive the forms and supporting documents and they are all in order. If missing something, they send you back a letter asking for more info, and then you have to go about getting them that info, sending it back by mail, and then you wait again. He should have been given a Citizenship file number or something like that, which he can type in on the website and follow up on the application.

If your dad is a Canadian citizen then YOU are a Canadian citizen. There is a huge backlog in processing Citizenship Cards. (Just like in the US). Until you get the paperwork you'll be considered foreign and that means you'd have to pay international student fees. So, realistically, your plans should be on hold until the paperwork arrives.
Also in addition to some of the other responses, if you've been admitted to Concordia on your international student basis you should really be speaking with the International Students Office: http://supportservices.concordia.ca/iso/ They help students who have been admitted and are in the process of arranging their necessary immigration documents. They should be able to give you some decent guidelines!
