  Start by checking these sites to find the schools that meet your needs and go from there. Low prices and good climate do not necessarily go together in Canada, so you may have to compromise. Your best compromise area is probably somewhere in southern Ontario, but not in Toronto as things will be more expensive there. Rent will be cheaper in more rural areas, though you will find cheap rentals in most cities if you can deal with not great housing. Climarte is probably best in Vancouver area, but costs are high.
