Canada: if a student has an Associate Degree can they skip the first 2 years of a uni undergrad degree program?

it is completely up to the registar's office, sometimes they don't even give full credits for transfers inside the province. You would have to apply as a international student and then submit transcripts and course descriptions and maybe even the sylabus. This is also dependent on the program your applying to.

Each University has its own requirements for a degree. They do give credit for work done elsewhere. Not all courses you took are part of the University requirements. You will get partial credit. Done on a case by case basis. Comparing course content not just the name of the course.
