Yes...You can do it from inside Canada and easier too but you cannot leave Canada during that time. If you do apply DO NOT use one of those agencies that say they can do it for you...they are a waste of money! Go in to Yahoo groups and find the groups on Canadian immigration...they can help you much better and much less experience. You can get all the forms and fill them all out yourself and when you need help go to the group and ask the questions. Then file the papers yourself. NOTE: I guess the others didn't read very well.. I entered Canada, then applied for and received my permanent residency from WITHIN Canada. I lived in Canada for 7 years. But then some don't have the experience of actually going through the process now do they.

You must apply for a work permit or a study permit before coming to Canada. If you are visiting Canada and you want to apply to work or study, you must leave Canada and apply from your home country. However, some cases, working without a permit or studying without a permit is allowed. If you wish to stay in Canada as a permanent resident, you must leave the country and apply from outside Canada. To become a permanent resident, you must meet the requirements for immigration to Canada.
