Ok, here's the deal you need a passport if you are flying, not by car. the passport by land rule starts June 2009. (although it might be pushed back again since it has a million times already). Right now you need government issued ID (driver's lisence works) and proof of citizenship (such as a birth certificate). http://www.voyage.gc.ca/main/sos/ci/cur-en.asp?txt_ID=852 this is a Canadian government website, it works the same both ways over the border.

You do not need a passport to enter Canada by car. You will need picture ID and proof of citizenship (a birth certificate). The change you are referring to is to return to the U.S. and that goes into effect next year, June 2009. You will require a passport at that time to return to the U.S.

When entering Canada from the United States, U.S. citizens must show either a U.S. passport or other proof of U.S. citizenship - such as an original or certified birth certificate together with photo identification. U.S. citizens entering Canada from a third country must have a valid passport. A visa is not required for U.S. citizens for a stay up to 180 days. Due to international concern over child abduction, children traveling with one parent, grandparents or other guardians should carry proof of custody or letters from the non-accompanying parent/s authorizing travel. (This is in addition to proof of the child's citizenship.) Travelers without such documentation may experience delays when seeking admission to another country. Effective January 31, 2008 U.S. Customs and Border Protection officers will no longer accept oral declarations of U.S. or Canadian citizenship from those traveling by land or sea. U.S. and Canadian travelers will be required to present: A government-issued photo ID, such as a driver's license and A birth certificate or other proof of citizenship; Or - for youth 18 and under - a birth certificate alone Any person under the age of 18 and traveling alone should carry a letter from his/her parent or guardian authorizing the trip. Travelers without such documentation may experience delays at the Port of Entry

You don't "need" a passport to drive into Canada. A passport will help you and make it faster and easier, but you don't need it. You will need your birth certificate, and a valid ID, (ie, drivers license, or a state issued pictured non drivers id, or a military card, etc) when driving through.

NO you do not need a passport to drive into Canada from the US, what you will need is your birth certificate and a government issued photo id(ex drivers license) and if you are a naturalized citizen you should have your Citizenship Card with you(if you do not have a passport) Having a passport when you drive into Canada does make it a lot easier, but if you have your proper id you will be fine~
