  I think what you mean by making dirty water clean is that you want to make it "safe to drink", also known as potable water. Pouring it through a cotton shirt will remove sediment, bugs, and larger material, but it can and probably will still contain harmful bacteria as well as finer particles that make it through the "shirt strainer". After you have "filtered" the water using that clean shirt, pillowcase, or equivalent that will catch the larger impurities, the best thing to do is to boil it. Boiling the water will kill any living organisms in the water, and so you bring the water to a boil and let it boil for at least two minutes. To be really safe, leave it on longer. I would go at least five minutes myself. Then let the water cool down to a drinkable temperature and you are done. Boiled water may not taste so good once it cools, as it lost most of the oxygen in it, and it may still have an unpleasant odor, but its safe to consume. You can make it taste better by shaking it up in a plastic container or adding some Koolaid or Tang crystals to it. There are other methods you can use too, such as adding a few drops of bleach, iodine, special water purification tablets, and such, but the boiled water method is the least expensive and usually the most convenient. Or you could distill the water. Boil the water in a covered pot and collect the steam in piping. Pass the piping through a series of cool or cold areas and the steam will condense and turn back to water. Then let gravity drip the condensed water into a new clean bottle. It would be the equivalent to rain water (which is also potable if it has not yet landed on a dirty surface), without the smog or acid to worry about. Hope this helps you
