When is the earliest time of the year to go to the beach without the water being to cold to swim?

I am trying to plan a beach day with my friends, and we are trying to figure out when a good time for it would be? We are all from Toronto. And what are some nice, clean, sandy beaches no more than 2 hours from Toronto? Thanks so much :)

Best sandy beach would be Sandbanks Provincial Park. Price Edward County is a treat to visit. For swimming in Lake Ontario - not before July/August for my taste. http://www.ontarioparks.com/english/sand.html http://www.pec.on.ca/

May 24 is the traditional start of the season - but the water is usually still pretty cold then.
