I am thinking of moving out of the US and into Canada and I want to look at apartments outside the US

Hello Trevor, I assume you have a work permit and a job lined up because you won't be able to just "up and move" to Canada. Unfortunately, there is a hugely long backlog of applicants that immigration officials will have to work through before they would be able to get to your application. Assuming you know all this and aren't just thinking you can shuffle on up to Toronto, kijiji is as good a site to look for apartments as any other site. Where in Toronto you would be able to move to is dependent on what your income is from your job in Toronto, proximity to public transit and other amenities. Assuming you haven't even begun the process of seeing whether you even qualify to apply to immigrate to Canada in the first place, your best bet would be to look through the government website first before you start asking about best websites for apartments. http://www.cic.gc.ca It isn't that you are not welcome in Canada but that there are a lot of people who seem to think they can just move to Canada without fully understanding that Canada is a different country and that it takes a lot of time for the process to be complete - assuming you are accepted in the first place.
