Try Travelodge Toronto Downtown West. Travelodge hotels are usually cheap, so you should be able to get a good deal at this hotel too. You can try Holiday Inn Express Toronto Downtown as well. Super 8 Hotel Downtown Toronto, is again a hotel with reasonable rates. You are looking at a relatively expensive area in Toronto, so getting a "cheap rate" as cheap as some other cities around the world, might be bit difficult.
