" what's the point ?? i noticed lately that there are alot of people , applying for Quebec , learn francais basics then going to interview pass it , then after all that , when they think to implement the landing they think of federal territories and forget all about Quebec , while Quebec Gov. choose them to be them and live and build Quebec . i don't know , but for sure Quebec Gov. aware of that , but their rules to avoid all this from happening sure they know their immigration through SSN , if this SSN functional within Quebec territories or not but what's the benefits and rights that Quebec Gov. Provide their immigrants with ???? How they can ban people from them if they gone away ??

    What I think you are asking is why people are applying for immigration to Quebec, but once they get here, they decide to move to a different part of Canada. C'est correct? Je ne suis pas trop sur parce que votre anglais c'est comme mon francais...il en a de besoin la practiquer un peu plus. ;-) My guess is that immigrants come to Quebec because they are actually interested in coming to Canada, ANY WAY possible! Quebec accepts them for immigration, and they come in to this province first. But then they perhaps get disillusioned with Quebec. Maybe they encounter politicians or people like Parizeau who complain about "les ethniques", or are concerned about the "reasonable accomodation" laws. Maybe they thought that their children would have the opportunity to go to school in English while learning French, only to find that their children are forced to attend French school no matter what because of Bill 101 and Bill 104. Why? Because that's part of the freedom of Canada. We allow our citizens and permanent residents to move and live and work anywhere they want. How can we BAN people from doing this? THAT concept is one of the things I worry about in an independent Quebec. The government imposing laws on the people about where they can live, where they can work, even perhaps (if left unchecked) what jobs you are allowed to have based on language, sex, religion, or race. People may scoff at me for saying that last bit, but Quebec already prevents nurses from being employed because they could not pass a difficult French Proficiency test from the OQLF (that some French nurses even fail)? Didn't a French church in Quebec recently refuse to give food baskets to needy families because they were anglophone and felt the baskets should only go to francophones? http://www.canadafreepress.com/index.php/article/31163 If you want to keep the people in Quebec, you need to use rewards, not penalties. Have you ever heard of the phrase, "using a carrot instead of a stick" ? La carotte au lieu du bâton. How about this? After filing their Quebec income tax for 3 years, a Quebec taxpayer is eligible for a special new Quebec tax credit that can be used for providing support for other family members who choose to immigrate here. They get that tax credit ONLY if they resided in Quebec during the tax year, and how much you get is based on the number of months that they supported an eligible family member who migrated to Quebec. That type of tax credit would not only make it important that the person stay and work in Quebec, but also helps to bring in more immigrants to Quebec. And if you have other family members living in the same city or area as you, there is less of a tendency to want to move away.
