SCAM ALERT!! The name is enough to give it away. What you have listed is nothing to do with the government of Canada. It is someone who wants to prey on your hopes and collect your money. The correct government contact would be "Immigration Canada" and here is their link. Also a link to a Canadian Government warning that these things are scams. (It lists this name.) My bet is you received this from email. If so was it via yahoo or hotmail? Why would they use that? Governments don't use yahoo mail, it would be something ending like @cic.gc.ca
