Hue is a city. It is where the original imperial palace is located. This city is a major tourist attraction due to the Citadel, (the fortress) and ancient set of buildings where a major US/NVA and VC battle was staged. (featured in the movie Full Metal Jacket) There are no villages. There are high rise buildings paved streets and is today a beautiful place in Vietnam to visit and would be on the "must see" list of any visitor. There are no 'villages'. It is a small city.
