If her nationality is German, then she needs a visa to enter the country. The length of her visa would depends on the length of the visa of the adult bringing her with him in Thailand. The Thai Embassy in your country is the most authorized to tell you the amount of fee needed, if ever it is needed!

Anybody traveling to Thailand needs a visa, regardless of age. German citizens do not need to apply for a tourist visa. They get a 30 day tourist visa upon arrival.
