This is because more than 1.2 million Japanese tourists coming per year (largest number by nation), they spend the highest amount per person while visiting, and many of them cannot speak English or Thai.

In my opinion, Hotel or tourism business need the people who can use more than 2-3 languages, if you think you can, ok, then let try to propose your resume to the hotel. In Thailand , There is not much people can even speak English very well. Then the people who can use 3 languages also less and less. But the hotel serve for all countries customers. There is so necessary to have both Thai local people and foreigners. If you think your qualification is proper, then come, because you may not need only to be just a customer relation officer, indeed you can’t. Because you can’t speak Thai language. Then the proper position for you much be higher than common level. Anyway good luck
