The Philippines went under US colonialism for a while after the second world war, so most of the people speak English. Prior to that they were under Spanish rules for over 300 years so some old people would speak Spanish. Many of the family names in the Philippines are in Spanish Language. I've a friend with the last name Santos. The San Miquel comes from the family with that name and they're very rich. So, majority of them would speak English. Even among themselves they would speak mixture of English and Tagalog (the local language). All Thais speak Thai. Only educated people speak English (but 98 % of Thais are educated). They speak English like American speak French (you imagine). Negeshia: Sorry for the mistakes on the US-Philippines history. I didn't have any study on the Philippines history only remember vaguely that they went under US rules after the Spanish but my guess was then it has something to do with the second world war, chasing out the Japanese. Sorry yet again for the remarks made on the American speaking French. French Canadians, however, aren't Americans as far as I know. I went to High school in New York City suburban area of Westchester County, and there were many French Canadians coming over from Quebec during summer times. Of course they speak French, but their English was quite troublesome. I also studied French language in the US High School, with an American teacher, and a whole class full with ‘American’ students. My French teacher went to France, and she told me that everybody in Paris was saying that she was speaking French very well, but obviously they didn’t know which province of France she’s from. In other word, she has her own accent, and that we’ve learned from her. Back to the Thai, yes a whole lots of Thais do study. Amazingly, the number of people attending schools in Thailand would be very high, in the high number of 90%. I also went to Thai school for a very long time and work in Thai companies for quite a long time too. Yes, they do speak English but with great difficulties. Yes, North-eastern Thais speak north-east dialect, same with people from Buriram, and the nearby province speak Cambodia, and some speak ancient Khom, Mon and etc. People in the North speak northern dialect and people in the south speak with southern dialect. People in the three southern most province speak Yawi, which is a dialect of Malaysia, sometimes called northern Malay. People in the north of Malaysia speak Thai… That’s pretty normal, I’d say.

I think people from the Philippines speak better English. I also agree with Ice Cube and of course disagree with the one who always try to analysis other peoples answers.
Filipino. English language skills are generally very poor in Thailand.

depends really on the training. no matter what country of origin. there are different basis. i know some people who have trained in English speaking with American or British accent, but average on grammar. in the philippines, english is a subject taught as early as pre-school. basically, any English speaking foreigner can have a conversation with any educated Filipino purely in English.

In my opinion, Filipino speaks better English. English is one subject in school, so even boys/girls can speak and understand english when young. Thai got accent , which is sometimes hard to understand. No offence meant, but this is my opinion.

ahem. it has nothing to do w/being 'racist' Thai's English -- for the most part-- is NOT good. Philippinos are good (even not so good ones have a good accent) to excellent and can teach English as a native speaker... Thai's can have good written English (well, okay pretty good, sorry Icecube) but they need a lot of help w/accents. That said, I love Thai people. God has given me a big heart for them! English isn't all that important.

The Philippines was annexed by the US from Spain after the Spanish-American war in 1898. In 1916, the United States granted the Philippines autonomy and promised eventual self-government, which came in 1934. In 1946, following World War II, the Philippines was granted independence. So I would say Fillipinos.
