If you are not staying there for too long, i think is fine. I went there twice during Sep to Oct there is no earthquakes maybe typhoons but usually last for 2-3days. If the typhoons are too strong then you are advise to stay indoors. Overall, the people there are fine, if you know how to speak Mandarin will be better but English speaking also alright.

It's difficult to predict. In Taiwan,it always has typhoon in the summer season, summer is hot and humid, sometimes the temperature is beyond 35 celsius degree. About earthquake,Taiwan is locates on the earthquake zone, by the way,the earthquake has just happened in Japan this week. But I think it's safe to travel in TW anytime. In late september is not hot. A good time to visit TW.

We often have typhoons in September, that's right. Earthquakes in not predictable, but it doesn't happen very often, maybe 10 years to have one .

There are still Typhoons in September, even sometimes up to October.. Like Japan, the island is fraught with Earthquakes and Typhoons, and Landslides, let alone Human disasters like train wrecks and pileups on the Freeways, so you just can't predict when it will be "OK" to visit Taiwan.. Now is the Rainy season and it seems it is either scalding hot outside, or a drenching rain coming up at any time, to where if you but cross the street in it, you will end up soaked to the skin. Best you get used to hassles and go with the flow is a good rule of thumb for Taiwan.

No, Sept is a nice time to go, because the kids are back in school, so airfare is cheaper and it's not as hot as June and July because summers in Taiwan can get really humid, hot and muggy. Sept is nice.
