  Fair question. But I can tell you not many locals can answer you very well on this. There are simply too many different surcharges now that many just can't keep up with it and just pay what is shown. Compared to some Asian destinations the taxis in Singapore are still quite well behaved. So you are unlikely to be cheated unless you go for those that tries to haggle you into paying a non-metred fare. Very few of them at all though some have been spotted at the airport and tourist places. They are an unheard of breed until recently and the authority acted to clamp them down. Specifically to your question. midnight is 50% of fare, with an addition of S$5 for getting out of the airport. ERP is where the confusion comes in since it's dependant on time and day of travel (not a problem if you are taking a midnight trip). Luggage, boxes and number of adults (max 4) do not constitute a change to fare.
