How many students took O Levels exam last year and How many did NOT take O Levels exam?

NOT every school take O Levels exam which schools do NOT take O Levels exam ?? but their own exams ?? eg IB exams ?? in such a situation, how will Polys and JC s decide their '' cut off '' points ?? and which students they will admit ?? and what basis for comparison and fair play ??
