SCAM means in my words is an illegal activity meant to deceive people by stating false informations or exaggerating the amounts in the contracts. This is illegal because people are being misinformed and tricked and in the end they become victims because they don't get what they deserved. SCAMs in govt offices are rampant even in the office of the president but this new govt, the one that Noynoy will handle, gives us hope that these illegal activities will come to an end.
