There is no best, fastest and cheapest as these things don't go together. The best is never cheap. The cheapest may not be safe, like asking a friend to deliver your money. Everyone above has given a suggestion which are all good. It will depend on your location and the recipient. If you are California based, I am sure there are a lot of door-to-door services there. i'm in san diego california, when i send money to the philippines, i use washington mutual, i have an account with them and i can send money to any bank account in the philippines for free. as for packages, i use Alas, it takes 4-5 weeks before it reaches the philippines but it only costs $35 for the regular-sized box.

Packages: www.forexworld.com a service that delivers boxes door to door after a couple of months journey by ship at reasonable rates based on size (volume) and not on weight. There are only a few limitations on what can be sent (you will fill out a shipping list). Rarely if ever are their problems with customs. That website of theirs only shows locations in a few American states but Forexworld has agents scattered in other places. Ask Filipino people who live nearby wherever it is where you are staying for a name and phone number of someone who will pick up your box (they will give you standard sized boxes to use). Small packages, not boxes, I don't know what's the best. Just avoid the regular postal service which isn't reliable for much of anything apart from postcards.

Western Union's fee is high. If you find a Filipino shop selling Filipino goods like where Filipino seamen go, they charge less for sending money. I do not know where you are but I know of one in Ft Lauderdale, Juneau. Ports where cruise ships with plenty of Filipino crew dock for the day.
