Why don't people in the Philippines follow traffic rules while driving?

OK....Everyone knows that Manila traffic can drive a person absolutely insane!!! What I don't understand is why doesn't anyone follow any of the traffic rules? It seems as though the people just do whatever they want on the road. Even to the point where it creates...TRAFFIC, CHAOS, CONFUSION, and MORE PROBLEMS ON THE ROAD!!!! For example: -When a stop light is red (meaning STOP), why do cars keep going? And when a light is green (Meaning GO) people STOP.....For no apparent reason!!! -When there are 3 lanes painted on the road....Drivers try to make 5 lanes out of the 3 lanes (Causing congestion)? -When there is traffic, cars go into the opposite direction of traffic (other lane) and cause even more traffic problems. -People turn right or left from the middle lane instead of using the lanes on the side. -People cut in front of you for no reason nearly causing an accident. ***Every Jeepney on the street has nothing but dents around it!!!!!! LOL Isn't there a set of rules for people to use while they are driving? I mean there is an LTO and I'm pretty sure that everyone has to take a driving examination.....So what is with all the crazy driving?

1. LTO gives license even to those people who doesn't know how to drive as long as you have money to bribe them. I got mine when I was not yet driving and the questionnaires already have encircled answers (not all are correct though but enough to pass and avoid skepticism). I was too young and excited to get a license and never minded that it is wrong. I'm into disciplined driving now having experienced other countries' strict adherence, consequently, a smooth and safe traffic flow. LTO should provide strict written and practical exams for non-pro and pro licenses. Only learned and disciplined drivers should be allowed to stay on the road. Especially for bus, taxi, and jeepney drivers. 2. Pedestrian crossings are not adhered by drivers and most people. 3. Police can be bribed, that's why discipline is not instilled. People do not fear the police and some think they are above the law because they have connections (relatives or friends) in the government.

the rules of the road in the Philippines is as follows : 1. Open space is open for any driver. 2. Whoever gets there first. 3. If you hear my horn, get out of the way. 4. Don't take it for granted that I will stop for you. 5. Who is going to prevent me from making a left turn? 6. If my exhaust fumes bother you, then go around me.

There is only one rule that is applicable; there are no rules. Of course, this allows for the enforcement of any "rule" when it is convenient to do so.

Heavy traffice is normal but without traffic, it's abnormal. So, the tendency of the driver is to do the counter flow or the over taking style. As a result, some even reached the point of killing the ones who had took over. And mind you, if they're in other countries, that's the time they follow the traffic rules. OMG!!!!!

maybe because they have a culture of "last few minutes" before doing what should be done. i think they are tired in waiting because they are already late or something. they also love to short cut everything. that is why their is a term of "juan tamad" lazy person...

Because the drivers only care for themselves. When they get behind the wheel all the goodness & helpfulness that make the Filipinos so great goes right out the window.

haha.. so true. In terms of traffic rules, I think Cebu City is the best in the country because drivers and pedestrians there are somehow disciplined. The worst city is Cagayan de Oro City i think. Because aside from the wild drivers, the pedestrians are all over the street. And they don't run across the streets, they stroll as if they are in the living room. whew! Oddly, if you look at countries with the most disciplined drivers, it is noticeable that their traffic signs are all written in the language that is used in everyday life (sometimes bilingual to effectively relay the message to native speakers). contrary, in the Philippines, laws, road signs and traffic rules are all written in a foreign language. Yes our country is English speaking, but we use English only in schools and offices. Once we get out of schools and offices we relax and resume to our natural self and set aside our exhaustion which includes the English use. So when in the street we become vernacular thus all signs that are foreign seems to be unnoticed. for short Philippine law and rules are not effectively relayed.

LMAOS, i know right. filipinos are hectic when it comes to driving IN traffic lols. haha im was amazed when i went to the phils, we went into car then i was putting my seatbelt on and no-one else was putting them on & my uncle was like take it off..! so i was like o_o ur meant to wear them.. for protection.. lol, maybe these pple are always rushing to get to their destination.. well abt the red light meaning stop they still go.. & green meaning stop.. ? huh crazy right haha maybe they forgot which one is which! jksjsk 5 lanes out of 3 haha equals major congestion.. trying to squeeze in.. on the road everyones yelling and shouting at each other haha
