They always tap the car window does the sign language. At the ship dock, they wave and come in group with the children , then dive for the money thrown out. Are they yelling give me money 5 pesos only?

Some speak English when asking for money, many do not IME. Even though some are working a syndicate I treat all with respect and courtesy. I only will give money to the old ladies who sell candles or if someone nicely asks food when I am at a street stall. I have never refused to buy rice and or BBQ for someone who asks. I get asked for beer money all the time and ignore those.

In Philippines No, they normally speak Tagalog, except when they are in front of the 'hey Joes'. But, if there are Filipino Beggars in America - they have to speak English, in Germany - German, in Italy - Italian, in Mid-East - Arabic, in France - French, and in Mars - Martian. What you seen that swimming on the side of the ship at docking time are the native group of Badjao, government strictly prohibited them from doing it especially those children but others are so hard headed even bringing their infants, there are some livelihood projects being given to them, wherein such is the methods provided for their livings. Filipino beggars in U.S. have seven different languages translated for pan handling written on the sign; they just don’t want to miss any nationality for not handing out any amount of money. I wish your beggars from where you came from would be as smart as the Filipino beggars. Peace out!!!

there are syndicates running a group of beggars forcing them to walk up to foreigners and beg, apparently they are trained to say Sir and Ma'am....followed by open palm sign....after they got the money, they even say thank you. very polite.
Much better! Filipino beggars can speak English, Spanish, Tagalog, Ilocano, Visayan, Bicolano, Cebuano and many many more languages. Don't they deserved better donations?

I've not met any Filipino beggars! They're too proud to be begging, we don't even take hand-outs from the Gov. They speak Tagalog or Ilocano, or wherever their native language is.
