Unless she or he was proclaimed President of the Republic of the Philippines and judge by his or her work through out his serve years then we wouldn't know if she or he is the best ever President we never had unless we try him or her first. Assumption is... like someone said in a film... is the mother of all fu....kups. Even the late Ninoy Aquino, I couldn't possible say would end up to the best President the Philippines ever produce or we never had, unless we saw him assume office or tried him first, isn't it? Anybody can assume everyone to be the best President the Philippines never had because this is plainly assumption on their part. They can even vote for themselves to be the best President the Philippines never had. It is just playing a game of roulette or dice or something.
