depend on your preferences, you could use only fishs meat or plus some flour, normally those you get from the market would not have 100% fish meat. filleting is a process where you cut-off the fish meat from the whole fish using a very sharp n thin knife, normally from the head [ just after the grill ] to the tail. not all fishes are suitable for fish-ball making, the much better one should come from ikan parang/belida/featherback, the type of fish that consist of billion y-shape bones ! with all the fish's meat, adds a little salt [ for taste ] n tapioca flour [ for the meat to gel together ] or chili/pepper powder [ to spice it up ], then use a bigger knife to mince/chop those meat until it really 'crush' [ feel it with your hand n it shouldn't have any chunk left ], which is quite tiring, then 'mold' it into ball shape with your hand. You may fried or boils the fishball before serving ! good luck !
