    In the past, South Koreans could visit North Korea through organized tours (Gaeseong, near Seoul, and Geumgangsan, near Gangwon Province). These operated from 1998 to 2008. However, in 2008, there was an incident in which a South Korean woman was shot, and the border crossings were sealed off. None of these tours permitted people to meet family members, unfortunately. They were strictly very closely-supervised holidays designed to grab foreign currency. For example, most food at the Geumgangsan tourism complex was sold in US dollars when I went there.

To add to what Shinchon said, there are South Koreans crossing the border everyday to work at the Kaesong Industrial Complex just across the border. However, the North Koreans have detained one of the workers right now for about 3 months for bad mouthing the North Korean government. As far as visiting relatives, that hasn't happened since the "Sunshine Policy" of a few years ago when their were reunions arranged by both governments.

They can't go freely. In the past there have been family re-unions, but under a contolled programme. South Koreans can't go on holiday, although in the past there were hikes and a circus they'd visit, I'm not sure if it still operates. A woman was shot on the coast for going onto the beach so there are dangers.

I'm pretty sure they can't. Assuming the NK government wouldn't kill them on the spot, they would take them prisoner for "spying". It's the only way their fascist government justifies gross abuse of power, by manufacturing enemies. I mean, they shoot their own people that try to leave, so what do you think they do to everyone else?

mostly no normal civilians cannot go to north korea and right now north korea isn't really letting anyone in right now.
