  Well first of all how old are you? I don't ask this to be creepy or anything, I ask this because I know of a site for people in High School which can take you to a variety of different countries, and of course they have host families in Japan. This website offers both regular trips, where you basically use them as a travel agency, and scholarships where they pay for basically everything (including school). Their Japan programs are actually credited as some of the best throughout the US (I do believe they take root in other countries as well, but I only know of their US base). the website is www.yfu-usa.org I myself am currently applying for some of their scholarships to Japan (I can not afford to go to Japan otherwise) so of course I wish you best of luck, and if you need any help with their application process or anything else to do with their site, feel free to ask me ^^
