Yes, but in my experience, they can only be used at Post Office ATMs. I haven't found a bank that you can use one at. You need to be careful, because they have limited opening times and are often closed at the weekends. (depends on the size of the P.O.) They have English instructions which can be helpful if you can't read any Kanji. The exchange rate is usually fairly reasonable but you will get charged a one off flate rate of around 300 yen (I think). So its best to take out a whole bunch of cash in one go rather than a little at a time.

i asked a similar question. didn't you check it? yes, you can use it in Japan, but you have to look for the cirrus sign in the ATMs of the banks. they best way is to withdrea cashes from post offices as they are international reconganized. the ATMS have English menus.
