How can I get commercial modeling jobs in Japan?

I would be happy just doing commercial modeling because I'm not tall enough to do runway or anything big. I'm short (5'3) but I've heard of girls that short doing modeling (Eva Longoria, Isla Fischer). I'm Japanese American and when I go to Japan I get a lot of compliments on my looks (ooh, that sounded vain, didn't it...), and I love Japan, so I thought I'd give modeling there a shot. Is it hard for an American to land commercial jobs in Japan? How would I go about finding jobs?
