There are no such people. Bullet trains or shinkansen don't get so crowded as to need pushing, and the station staff who sometimes do the pushing for commuter trains are not dressed in white.

Actually, all seats on the bullet trains in Japan are reserved, so if you are not sitting down, you are not allowed on the train. What you are talking about are the "people pushers" for crowded commuter trains in Tokyo. I don't remember them wearing white, but maybe in some stations/areas they do wear white.
