If you are referring to the "New South China Mall" of Dongguan, then the answer is simple. Dongguan is the wrong place to build the world's largest shopping mall. Dongguan is a huge industrial city on the Pearl River Delta between Guangzhou and Shenzhen. The vast majority of Dongguan's millions of residents are migrant factory workers who are not in the right income bracket to shop at an upscale mall. Guangzhou and Shenzhen already have their own shopping facilities, so people from those cities are unlikely to travel to Dongguan to shop. The vast majority of malls in China are very successful. Cities like Shanghai and Beijing can't seem to build shopping centers fast enough to satisfy the enormous consumer demands in those cities. Gigantic malls like the 8-story high Cloud 9 Mall in Shanghai (housing 500+ stores) is jam packed with people, especially at night and on the weekend. There are many "dead malls" around the world, so this case in Dongguan is not unique. For example, most of the older malls in America have high vacancy rates and weak anchor stores. Mall developers need to have the right mix of location, demographics, limited competition, and attractive stores to make a mall work.

It's because the stores they started there only sold Made in China products, and the local residents that were displaced for its construction could no longer afford to go shopping and waste money on things they didn't really need. They were too busy looking for homes and jobs.
