Reason is simple, it is easy to copy the hardware of a product, from consumer products, cars to state of art buildings, bridges, roads, bullet trians etc, etc. Simply buy a sample of the foreign product, have it torn apart and learn how every component is put together. But software that requires all human aspects eg analytical brains particularly in the tackling of details, human co-ordinations, on-site and team-work experiences, behaviors and cultures etc etc are still lagging far behind. Case in point, Shanghai is boasting itself a trading and finance center but the city is good only by appearance, the people's and government's ways of doing things are still incapable and lousy. All railway staff only have 1 goal in mind, to get the project out on schedule in order to make the ruling party look good, issues relating to safety and human lifes are secondary as in the eyes of a dictator government, CCP's image is top priority, human lifes all are ants.

To paraphrase another user, Its sad that this has happen but I'm not sorry for the Chinese government. No one knows the "real" reason for why the crash has occur, Chinese scientists have already said that the Chinese government are lying when it was claimed a lighting strike disable the GPS system. This is now seems more and more logic as they attempted to bury several coaches and then redig them up. But in reality no one will know until investigations are carried out.

The cause of the crash will only be known after a thorough collection of evidence and comprehensive investigation by authorities. Most disasters are caused by a cascade of multiple problems, none of which would cause the disaster by itself, but which collectively have dire consequences. Well the reasons are probably not that complicated....and they are not really because China can't do things right. Here are the underlying factors behind the crash that we know of. 1. The previous head of China Rail built the fastest trains in the world for his own ego (and face). But the first thing the new head of China rail did was lower the speed limits of the trains because they were travelling unsafely fast. 2. The rail system has been expanded rapidly.So of course sometimes there will be problems. China still has problems with quality control. Some problems would have come into the system, as they do any any large new system. 3. Corruption might cover up some of the problems 4. A long dry spell followed by heavy rain probably cause the system to fail. So it is probably not really anyone's fault. I think China will learn the lessons from this and fix the system.
