Which Chinese mobile phone company offers the best value for money mobile internet service in China?

THere are basically 2 mobile telephone providers in China, China Mobile and China unicom. It is important to realise that in China you actually have different companies (with the same name) in each province. So prices and service can vary between provinces. If you go outside of your home city you are charged a roaming fee. It is difficult for non-Chinese people to get a phone number on a plan, it is usually easier to buy a pre-paid card and keep topping it up. Generally speaking China Mobile is a little more expensive than China Unicom but provides a slightly better quality service. Prices tend to vary based on the plan and different numbers sell for different prices. Also downtown beijing seems to overcharge people for numbers (200 RMB+ minimum) while in the suburbs of Beijing it is 80-100 RMB. Anyway, there are a range of plans. EG, the company M-Zone provides plans suitable for students and young people (it is still China mobile though). If you are using 3G then you need to price compare your data charges. The long and the short of it is, get a new number with a new SIM card. Mostly the price works out to be the same.
