Answer:
For the hotel I would recommend the InterContinental Hong Kong. It is one of the best rated hotels in the city and surely has the best view. 4 nights in a double room costs around 9300 HKD (1200 USD). The hotel is in Tsim Sha Tsui (on the Kowloon side) so that you get a view of the Hong Kong Island side. Just make sure you get a room with harbour view. The Central district is most popular for eating and drinking. Take the famous Mid-levels escalators up to Soho where there's a great selection of restaurants of different cuisines, as well as some nice bars. Just down the street from Soho is Hong Kong's notorious party area Lan Kwai Fong with nightclubs, bars and a whole lot of people having fun every day of the week. There is a gigantic shopping mall called Harbour City Mall close to the InterContinental as well as the underground SOGO department store. There are some very glitzy luxury shops in Central but if you want to actually buy something you'd be better off going to the Causeway Bay. Of course you can get some more cheapy stuff in markets such as those in Mong Kok. I'm not a big fan of the markets, except for Stanley market. Stanley is on the south side of the island and a little out of the way, but I think it's a really nice place. As for Buddhism there are small temples scattered all around Hong Kong but two of the most famous buildings are the Man Mo temple in Central and the Chi Lin nunnery in Diamond Hill. But of course, the most popular is the Po Lin monastery on Lantau Island, which has the large Tian Tan Buddha statue. Take the Tung Chung subway line to Tung Chung and use the Ngong Ping 360 to get to the Buddha while enjoying a nice view. Preferably go on a weekday when there's a little less people. Make sure you visit Victoria Peak as well, but try to do it on a clear day, it's quite a shame on the view when it's hazy. Saving money... well, I don't know what limits you need to live within. I'd say the easiest way would probably be to get a cheaper hotel (the ones with a view of the harbour are naturally all more expensive). Use the subway to get around rather than taxi, the service is excellent. Other than that it's a matter of staying out of the most expensive areas like Central, while I really like it there the prices are as high as in the Western world, unlike most of Hong Kong. You can save quite a bit of money on food if you go to the sorts of places that are frequented by the locals. Maybe check if there are any nice reasonably priced Chinese restaurants around? Speaking of Chinese food, make sure you get some dim sum! It's the Cantonese cuisine specialty and it's delicious!

I think the Regent Intercontinental has some of the best views in Hong Kong. http://hongkong-ic.intercontinental.com/honic/index.shtml The Hong Kong island side is better for high end shopping but the Regent looks across the harbor at the city and the mountains. Stanley Market, a trip up to the peak on the tram, a ride on the top of a double decker bus through Central district, drinks at night in Lan Kwai Fong and a trip across the harbor on the Star Ferry are all great things to do in Hong Kong.
