What countries accept refugees?

Why does China export its own "refugees" to other countries, but won't accept those coming from DPRK?

    Most North Korean refugees would rather live in South Korea or somewhere in Europe. I don't think they want to live in China where Chinese police are looking for them. I think it's correct to call North Korean refugees "Refugees" because Kim family are crazy mothers just eagered to build nuclear missiles to gain advantage with negotiations with U.S, South Korea and Japan at cost of starvation of their people. Chinese officials call them "defectors" because of their economic turmoil bring them to China and they are correct about the name that China has given. However, economic condition of North Koreans must be observed more. These people are not worried about paying mortgage or paying back loan for cars or paying back for credit card debt. They don't have such things. They are just struggling to live. I am sure you have heard stories of people going into trees to gather tree bark to eat. I just don't understand. China gives North Korea ton of aid. Also North Korea receives food aid from the rest of the world with food. If China wants North Korea to not collapse, I think China should just warn North Korean officials to share their wealth equally or they will cut aid. They don't have to worry about catching North Koreans in China if royal Kim family and North Korean high rank generals stop being such hogs over nation's wealth. I think it's a load of bull that North Korea blames flood or world sanctions that leave their people starve to death. If royal Kim family felt they had enough mansions all over North Korea, they can stop building more mansions and use the money that has been saved to buy food and distribute them like real communists.
