Which banks are the best with international travel?

I'm the banks defaulter in dubai for last one year, Can I travel to US for study purpose from India.?

I was working in dubai for last 7 years. Unfortunately I took some loans & credit cards from various banks in dubai. I came from there before one year without cancellng my employment visa. That visa already expired. I want to go US for study purpose. Would I face any problem at Indian Airport while leaving India for US. How to assure that I'll not face any problem while departing for US.

To study in the USA you need a Police Clearance Certificate from the UAE. and you are not able to obtain one. A person who leaves this country without covering his unpaid loans or post-dated cheques can be reached anywhere except in Israel. You even could be sued civilly in India.
