Why cant I text Russia from Saudi Arabia?

I have a friend in Russia and we are unable to text each other. Phoning is ok but texts are impossible. We have both tried different phone companies but the messages remain pending, never delivered.

depends on your cell phone service provider, i remember when i was in saudi and i used to text mexico, my text messages were not delivered, i called mobily and told me that they do not have a deal yet, i was able to call though. so maybe that's the reason, no agreement has been reached yet.
