How to calculate customs duty from UK to Morocco?

• how can i calculate custom duty to pay on a couple gifts to morocco? I put a 100 pounds value on a pair of trousers and a small leather hand bag. Moroccan customs want 62 pounds for them. i dont mind paying if the calculations are correct. this document from their website seems to indicate i should pay anything but then again i dont speak any french!! if any one can help me with how to figure out whether customs have just made up this 62% customs value would be appreciated! http://www.douane.gov.ma/tarif/~tarif.htm

  If you put the actual value on those trousers expect to pay a lot. happened to a package I sent, and think most of the money went into someone's pockets. I know someone who took a case to the corruption minister and got a refund. It is very confusing because the duties are not posted and think much is left to the discretion of the clerks who are handling the packages. The charge was $140 for a $43 valued package, everything was purchased on clearance and that was the real prices.
