How do you obtain an Oleh Certificate for immigrating to Israel?

• I've been reading up on conditions for jews to be allowed into Israel and obtain citizenship, and I keep coming up against the words "as soon as you have an Oleh Certificate, you get citizenship". But I can't find any info on how to actually get that Oleh Certificate. Do you approach an Israeli consulate in your country, or your rabbi, or the rabbinate in Jerusalem, or the Knesset, or just show up at the border saying "hi guys!", or what? I'd like to do this eventually, but what is the first step?

  How to obtain a Teudat Oleh New Olim and Ezrachim Olim who have arranged their Aliyah with a Jewish Agency Aliyah Shaliach at an overseas office will receive their Teudat Oleh at their port of entry. At Ben Gurion Airport, the Oleh will proceed to the offices of the Ministry of Immigrant Absorption (Misrad Haklita) where a clerk will issue the document. It is important to have two passport sized photos for all adult family members. Ktinim Chozrim do not receive their Teudat Zakaut at the airport, rather it is issued at the Ministry of Immigrant Absorption closest to their residence.
