  This is actually a "B skill" in the code of points on the Beam. We call it a stag handstand, but it might have other names too. In USAG Junior Olympic gymnastics, you would not do this until at least level 7 (if you wanted it in your beam routine). In Prep-Op/ Xcel, every region is different, but you could do it in Region 5 Prep-Op Silver (the second level).
