Why is the pool always so cold?

I'm not talking about my school's pool - the temperature is always going up and down for me. Today, my team and I took a bus and drove to a university about a hour away from our school. When we got to the school, we went to a random place which was actually right next to a pool that was only for people who were there for rec (there was only one guy) and they also let some of us use some of the lanes to warm up again or whatever. That pool was warm - just right for me. However, when my team got into the two lanes to warm up for the first half of the meet (second half is tomorrow), the pool was so freakishly cold that I just wanted to climb out and run away. Although the university pool wasn't the only cold pool that I have visited this year, why are they so cold?
