Answer:
Athletic scholarships are a business. You are being "paid", by way of a deduction to your college costs, to attend a certain college and compete. The competition for that "job" of swimming in college is very stiff. The number of scholarships a Division 1 or Division 2 coach may offer is limited by the NCAA. As a result, it is rare that a swimmer gets a full ride scholarship. Instead, each year the coach must spread out only 8 full scholarships by giving swimmers partial scholarships. A coach might give, instead of 8 full scholarships (actually, the number is 8.2), s/he will give 16 x 50% scholarships. Sadly, it is all about times. If you don't show the times and/or the potential, a coach simply will not offer you a scholarship. Passion and desire are good but mean nothing if you can't earn your "pay". A while back I had a boy on my team that went to a D2 school. He could go 49 for a 100 free and only wanted to WALK ON to the team ... no scholarship. The coach would not allow him to even walk on! So ... you've got to face reality on this issue. Two years ago, I got a letter from a high school student with times that would not make him the 3rd or 4th fastest swimmer in his best event for my last high school FROSH/SOPH team ... and he wanted a full ride scholarship. You've got to face reality. To make the US Olympic team, you (basically) must be one of the top two in an event in the entire country. Once again, you've got to face reality. So, join a swim club, get your times MUCH faster and then write to coaches of teams you've investigated that might need someone of your speed.

Some people have it, some don't. Your asking how to improve your swimming... that is kind of a no brainer. You will improve your swimming by swimming more. take classes or w/e you feel like, join the local swimming club or surflife savers. Time yourself, and aim to beat it. You don't become an olympic level athlete overnight, work at it.
