Is the water too cold on Pacific Beach Ca to swim?

Is there a beach on Oahu where my son, who cant swim, can wade in the water and still see fish or sea life?

Because of his disorder, he may actually become quite good at reading waves and predicting subtle patterns. The ocean is unpredictable but there are still small signs before a disaster.
