Underwater breathing device.?

What is the name of the underwater breathing device you put in your mouth and it converts water to oxygen (this is so I don't have wear an entire scuba get up) Does this even exist? I saw it on James Bond and it fits right in your moouth.

called a rebreather and it circulates your air and scrubbs it clean so you have air to breathe , closed loop system. its a large backpack thing and it requires special training. james bond thing is cool but non existent.

You can buy a pen that you pop open and then stick in your mouth and it has a little converter in it that converts the water to Oxygen, I saw it on this James Bond Movie...
