Can anyone tell me about starting a hockey pool?

My sister was diagnosed with breast cancer a few months back, and I love doing hockey pools for fun, so I thought of trying to make a hockey pool for cancer, where a share of the money collected is given to the winner of the pool with the rest of the money being donated to cancer research... and no profit going to me or anyone else... does anyone know if I try to do this if I have to get some sort of permission from the government or something to do this? or any other legal rules I have to follow...

You can always ask your neighbors or co-eds or co-workers if they wish to join the hockey pool. It's best to know the actual person-to-person people you bet anything with
