How many strokes to give a playing partner whose pride won't allow him to take strokes?

My dad has it in his mind that he is competing against me when we play golf. The only time he has scored better than me is when we only play 9 holes and that has only happened 5 times since '07. I've kept a tally and his record is a measely 5-134-6. He has never beaten me when we played a full round. The closest he has come is within 6 strokes. He won't take strokes when we play and loses by an average of 13 strokes. There has been times that I've beaten him by that many strokes over 9 holes. To make it truly competitive, how many strokes should I offer to give him? He played in a scramble for his job before he retired and his handicap for that event was 28 I believe. I'm a 14.

Zero, because his pride will not except that as a win anyway. His idea of the right competition might just be your 14 handicap...trying to keep up with you a mid-high eighties player is a lot more reachable than trying to keep up with PAR. Playing with someone better than yourself is the best way to strive to be better. He may not ever win you or even have to win you...but chasing you makes it a bit more enjoyable. Don't worry too much about him not winning, just make sure you emphasize his good shots and help him stay positive on those sour hits; a mulligan here and there might make up some strokes without blatantly giving them to him or reaching his ball first and improving his lie or throwing it out from behind a tree, etc., he doesn't have to know you're helping. He's probably a pretty happy guy just going out with his son for the day, I know when my son goes out with me, I can care less about how good I play, I just hope he has a good day.

You don't have to give him any, just give them to yourself as to how many you should win by. I have some friends that love to play and I don't ask them how many strokes they need but know how many I should beat them by, sometimes it's more sometimes it's less. But in the end it doesn't matter because we enjoy playing together and laughing about things. Enjoy just playing with your father and stop worrying about the score, I use to play with mine and miss those epic battles.
Maybe switch things up and play match play a couple of times. You don't have to give him strokes, he doesn't get too hurt (score-wise) by a couple of blow-up holes and you both can still enjoy the golf. I also fully agree with the above answers, just throwing in a different view.
