If i spray paint my bike, will the rust be covered by the paint?

My bike has been fixed up. The tires, brakes, and pedals. Since there's rust on the frame, can i spray paint it so the rust will be covered up?

The problem with painting it yourself is that home paint is never particularly durable and will chip easily, this will expose bare metal which will just rust again. Also, don't think about applying any paint over rust, even the stuff that claims to stop it will not work wonders and the paint will just bubble and flake off fairly promptly. It all has to be removed beforehand. I speak from experience. Here's your best option, find a place near you which does powder coating, even better if they have experience of doing bicycle frames (which many do). This is quickly becoming a popular option for painting bicycle frames because it has so many advantages. It's much more durable than normal paint, is more environmentally friendly and best of all, it's very cheap. There's a place near me which will totally blast the frame clean (includes removing any rust), zinc dip the frame (makes it much more resistant to rust in the future), paint and lacquer the frame for £40 (about $63). It only costs slightly more than buying the paint and doing it yourself when you take into consideration the cost of the sand paper, primer, paint and lacquer - and that's assuming you get it right first time. The disadvantages are you can't do patterns or multiple colours, it can only be one solid colour, and the finish isn't quite as good as an expensive enamel job but it's still much better than the finish you'd get if you did it yourself. Super cheap and zero effort/risk on your part.

Yes if you use a paint called Rustolium brand. It comes in many colors. Rust will spread under regular paint. So go for a little extra money brand and use Rustolium for an almost permanent fix to the rust problem

You want to sand the rust off and use a primer. Then you paint over the primer.
