The best way to run faster is to run faster, cycling wont help you to run. Look for a good used exercise bike that one is too cheap.

That machine has poor reviews, meaning people that bought it were not satisfied. Your goal of running really fast for a very long time may not be very realistic, apart from being very vague. Marathon runners are not really fast. That machine if you use it for one hour at a time several times a week will help your cardiovascular system and help build stamina.
