Can I use a priority mail flat rate box to mail at first class rate with the USPS?

If I want to mail something to Turkey through USPS, can I get the Priority mail medium flat rate box, put my stuff in it, wrap it in brown paper, and mail it with the first class rate? I am wondering because first class is cheaper and the medium box fits within the range.

This is the USPS Terms of Service Agreement, which you may not know about but are bound by law to comply with by using its free packaging materials: “I understand that Express Mail, Priority Mail, Global Express Guaranteed, Express Mail International and Priority Mail International packaging is the property of the United States Postal Service and is provided solely for sending Express Mail, Priority Mail, Global Express Guaranteed, Express Mail International and Priority Mail International. Misuse may be a violation of federal law.”

No. That is a blatant misuse of USPS provided materials. It is also never recommended that you wrap packages in any sort of paper. There is a reason that First Class Mail International is cheaper. There is less service with that class. There is also a weight limit of 4 pounds for FCMI. Priority Mail International offers tracking as well as a certain amount of built in Indemnity coverage against loss or damage. Additional Insurance is also available. None of this is available for First Class Mail International. Doing what you propose is theft. Use your own box if you do not wish to use Priority Mail International. Obviously, fir3bu1k has no problem with stealing shipping materials from anywhere. That advice should be ignored.
