    Generally it depends on the shelter and their rules as far as age. Our local shelter prefers volunteers to be 16 years old, but will allow younger volunteers as long as they are accompanied by an adult and have parental permission. As for animal activist groups, it depends on what kind of group you are looking for. There are all kinds of groups out there that advocate for animals. The ASPCA and the Humane Society both work to rescue animals.
