How can I get photo identification?

How can I get my ID card without any photo Identification?

• Living in Texas I've learned it's hard to obtain a copy of your ID card without any photo Identification. My wallet was stolen which had my photo ID and SocSec card. Applied for new SocSec, but was given a list of possible documents. School records being one. I tried to have those faxed over but to no avail. You need to fax them a photo ID first. Applied for new ID but even for a duplicate you need your SocSec card. Every dept I contact, i.e. Human Resources, SocSec, or DMV all give me the run around. I have no idea where to turn. Please Help! TY

  in pa dmv has your picture on file. you need some mail with your name and address to get a duplicate. just explain that you lost it. if you do not have any photo id, or never had any photo id, you should be able to go to dmv with a photo id from a shop (we have check cashing places that will give you a photo id for a few dollars) or even a school or work id..anything with a photo..and they will accept it. you can get a birth certificate online with no information at www.vitalrec.com after you have that, you can go to your local social security office and get a replacement card.
